Award of tender for joint development of Larnaca port and marina

The Vouros Consortium has been declared as the preferred bidder for the DBFO (Design-Build-Finance-Operate) project for the development and expansion of Larnaca marina. According to an official press release issued by the Cyprus Ministry of Communication and Works, the project is the most important infrastructural work in Larnaca after the new airport and would set Laranca apart as a tourist destination in its own right.

The above decision follows a prior 3-2 majority decision, by which the Tender Review Authority had annuled the administrative decision of the Cyprus Ministry of Communication and Works, which had granted the status of preferred bidder to the Zenon Consortium. Such annulment was based on grounds of lack of due reasoning as well as the finding that the administrative authority exceeded the limits of its discretion in respect of grading the financial part of the tenders.

The project, which will link the marina with the port, is designed to turn Larnaca into the main passenger hub of Cyprus with the possibility of catering for large cruise ships. The marina itself will be able to facilitate some 800 yachts. Larnaca Marina currently only has space for 200. Along with the project, the Phinikoudes sea-front area will be extended as far as the marina with upgrading of the pedestrian area. Other pending marina projects include Limassol, which will have 1,000 berths, Paphos 1,000, Ayia Napa 650 and Paralimni 250-300.

The other two consortiums that bid for the Larnaca project, namely Zenon Consortium and DJ Karapatakis & Sons Ltd, have already applied to the Tenders Review Commission and the Supreme Court of Cyprus, disputing the validity of the award
